566. What he's doing is he's opening checking accounts at various banks,

567. then changing the MICR ink routing numbers at the bottom of those checks.

583. All of this was in the report I filed two days ago. If you change

584. a 02 to a 12, that means that check,

585. which was cashed in New York,

586. does not go to the New York Federal Branch,

587. but it is re-routed all the way to the San Francisco Federal Branch.

588. The bank doesn't even know the check has bounced for two weeks.

590. paper the same city over and over again while his checks circle the country.
