The West Wing 2x21

1. Previously on The West Wing:

2. So what's your problem?

3. He did everything right.

4. He did everything you do

5. if your intent is to perpetrate a fraud.

6. We want to see some polling.

7. Why?

8. We need to know what to do next.

9. What kind of questions could they ask that won't

10. trip an alarm? Josh trusts Joey Lucas.

11. We need you to put a poll in the field

12. without asking the questions we can't ask.

13. I was almost sure I saw you

14. give the President an injection of something.

15. It was Betaseron.

16. It reduces the frequency of the attacks.

17. Tobacco has spent $380 million to the government's 36...

18. "They perpetrated a fraud against the public."

19. They want to get these people.

20. We're not big tobacco.

21. Eagle's moving.

22. He talked to her on the phone?

23. He talked to her at the airport.

24. But he called her on the phone?

25. To get her to the airport.

26. Yeah, but I'm saying, did she hang up the phone

27. turn to her friends and say

28. "You're never going to believe why I'm getting on a plane"?

29. He told her she was coming out

30. to do some polling on subsurface agriculture.

31. What the hell is that?

32. It's vegetables that grow underground.

33. He told her she was coming out here

34. to find out if Americans are eating more beets.

35. Is this a joke?

36. It was Josh, Mr. President.

37. It was a job done well.

38. You want to start

39. not trusting Josh?

40. Let's go.

41. Where are we going?

42. The basement. Why?

43. 'Cause I don't like the way it looks

44. the seven of us meeting in the middle of the night.

45. You like the way it looks if we're meeting in the basement?

46. Let's go.

47. These numbers are going to be meaningless.

48. Yeah.

49. A Governor from an industrial state...

50. It's posed as a hypothetical

51. before people have any education on...

52. Yeah.

53. Plus, there's no way to factor existing approval numbers

54. particularly when it comes to matters of trust.

55. Sagittarius.

56. Are they on their way?

57. Yeah.

58. They're on their way?

59. Yeah.

60. Joey, your flight was all right?

61. Your flight, uh

62. was all okay?

63. These numbers aren't going

64. to mean anything, right?

65. With the hypothetical and lack of context?

66. Plus the preexisting level of trust...

67. Yeah.

68. I'm saying he's got

69. numbers like Walter Cronkite.

70. Yeah.

71. Is there anything in there that we're going to like?

72. We are, in fact, eating more beets.

73. Okay.

74. Good evening.

75. Mr. President, you remember Joey Lucas?

76. Yeah.

77. And her interpreter, Kenny.

78. Joey, did you make photocopies of that?

79. No, sir.

80. Good. Let's get started.

81. Mr. President

82. I polled 1,170

83. registered voters in Michigan

84. giving their Governor a hypothetical concealed...

85. Excuse me.

86. How many people in this room know Kenny's last name?

87. It's fine.

88. I believe this operation is no longer covert.

89. Mr. President, Kenny's been with me for 11 years.

90. To trust me is to trust him.

91. Josh?

92. Yeah.

93. Go ahead.

94. 1,170 registered voters

95. in Michigan were polled

96. giving their Governor

97. a hypothetical, concealed

98. degenerative illness.

99. These are the results.

100. "Do you agree that it's okay

101. for the Governor to lie about his health?"

102. 17% agree, 83% disagree.

103. "Would you be as likely or less likely

104. "to vote for the Governor

105. now that you know he has a degenerative illness?"

106. 71% say less likely.

107. The largest bloc of likely voters

108. are women over 55.

109. 78% of those women say

110. they wouldn't vote for a candidate with MS.

111. We just lost Florida.

112. This may be the worst stat, sir.

113. 74% believe MS to be fatal.

114. They may be right.

115. 62% of Democrats aren't

116. going to vote for you.

117. 65% of those

118. describing themselves as liberal

119. aren't going to vote for you

120. because you lied.

121. Joey, is there any good news in there at all?

122. No, sir.

123. The UN Observer Group.

124. Which consists of...?

125. 400 technical advisors and observers

126. and 65 unarmed security specialists.

127. And the OAS?

128. They've got about 200 observers.

129. What happened last night?

130. Citing improper permits

131. Colonel Bazan's soldiers surrounded Carrefour Liberte...

132. Liberty Square.

133. Yeah. to prevent

134. a victory rally by supporters of Dessaline.

135. Some of the crowd refused to disperse and shots were fired.

136. Anybody killed?

137. Two people.

138. Additionally, Rene Ducasse

139. the newly designated Minister of Justice, was arrested

140. and soldiers have surrounded the house of the Chief Justice.

141. They're saying to protect him from death threats.

142. Our intelligence says he's under house arrest.

143. Most troubling are personnel carriers with Haitian troops

144. parked in front of virtually every police station

145. in Port-au-Prince.

146. This is a sign that the army

147. plans to take power

148. from the Gendarme Nationale.

149. Where's the President-elect?

150. Sir, we can't find him.

151. I'm sorry?

152. At this moment

153. we can't find Dessaline.

154. And that's not the most troubling...?

155. Jake, what the hell do you mean you can't...?

156. He never showed up for a 4:00 p.m.

157. courtesy conference with Gilbert Tass

158. and calls made to the party headquarters

159. and both of his houses went unanswered.

160. Armed forces radio says he's fled the country

161. but the Dominicans say no.

162. What about intelligence?

163. It's not like we can just call around.

164. It's chaos down there.

165. Nobody knows anything.

166. Leo?

167. Let's evacuate the nonessential personnel

168. from the embassy.

169. Mr. President

170. any move to evacuate the embassy

171. even the nonessentials, will be a highly visible signal

172. that the U.S. has no confidence in the Dessaline government.

173. At the moment, there is no Dessaline government.

174. There is no Dessaline.

175. And I just got done

176. pulling nine dead bodies out of Colombia.

177. Evacuate the nonessentials

178. get some Marines at the embassy

179. and somebody brief Fitzwallace.

180. Yes, sir.

181. Thank you, Mr. President.

182. Sagittarius.

183. Why not a presidential address?

184. Ten, 15 minutes.

185. "I have this illness

186. "I concealed it, I apologize.

187. "Let me tell you about it.

188. Let me reduce your fears."

189. It's too cold. It's not too cold.

190. He needs to be with the First Lady.

191. In some decorative room? Sitting with his wife weakens him.

192. Let's put him behind the Kennedy desk

193. let's put him in the East Room

194. let's put him in the briefing room...

195. Sam, he's going to go on TV and say he lied.

196. I don't want him doing it behind the Seal of the President.

197. You think without the Seal, people are going to forget that he's the President?

198. We'll do a 30-minute live special for one of the news magazines.

199. Live, live-to-tape or tape?

200. Live. I don't want a producer editing what he says.

201. What if we want to edit what he says?

202. That's our tough luck.

203. When?

204. How about Thursday night? Wednesday night.

205. Why? 'Cause Thursday night is where they pay their bills

206. and it's going to be tough enough getting 30 minutes and not telling them why

207. without cutting into their bread and butter during May sweeps.

208. Oh, who gives a damn about May sweeps?

209. They do, Sam.

210. All right. 30 minutes, Dateline special

211. Wednesday night, night after tomorrow

212. President and First Lady in the Mural Room.

213. And we follow that with a press conference.

214. Why?

215. To control the story as long as possible.

216. Once he gets done with Russert or Diane

217. or Stone Phillips or whoever the hell does this

218. I'm going to need every reporter in the western hemisphere

219. in a room where I can see them.

220. And we put a team of medical experts up there.

221. And we have 48 hours to find them.

222. Hang on. If we take him

223. from the Mural Room to a press conference

224. isn't a smart reporter going to ask

225. "Mr. President, are you planning on seeking reelection?"

226. "A smart repor..."

227. Sam, Ted Baxter is going to ask

228. "Mr. President, are you planning on seeking reelection?"

229. So we're going to need an answer to that, too.

230. You're getting an eight-speaker stereo? No.

231. Six speakers? No.

232. How many speakers?

233. I have two ears. How many speakers do I need?

234. At least six and a sub-woofer.

235. I'm not getting a sub-woofer.

236. How about the tow package?

237. The tow package?

238. To tow your boat.

239. I don't have a boat.

240. What about a camper?

241. No.

242. What do you tow?

243. Groceries.

244. You could probably put those in the trunk. Yeah.

245. Tinted windows? Hey.

246. Hello, Josh.

247. Mrs. Landingham's picking up a new car today.

248. Really?

249. Yes, and I wish I hadn't told anyone.

250. Why do men think a woman can't buy a car without a man?

251. It's an old stereotype, Mrs. I.

252. Did you get the extended service warranty?

253. No.

254. Women.

255. What do you want?

256. I got a message Leo wanted to see me.

257. He's in his office.

258. Did you get the tow package?

259. See?

260. He's in his office.

261. Margaret!

262. Where's Josh?

263. He's on his way.

264. He remembers where my office is, right?

265. Leo, calm down. I'm right here. He's right here.

266. Get out.

267. This report is staggering.

268. I know.

269. Justice has 31 lawyers and staff.

270. Tobacco has 1,893 lawyers

271. and 2,783 paralegals.

272. This isn't a typo, right?

273. No.

274. We've spent $8.7 million on outside counsel.

275. They've spent 192.

276. The $61.3 million

277. they've spent on travel expenses

278. is twice as much as we've spent on our entire case.

279. Yes.

280. Who oversees the Justice Department budget?

281. The Subcommittee on Commerce

282. Justice, State and the Judiciary.

283. Who's the ranking minority member? Ritter.

284. Talk to him and find out what the problem is.

285. Yeah. Josh?

286. How's it going downstairs?

287. They'll have an answer on it by the end of the day.

288. It's looking like 30 minutes on Dateline

289. and a press conference

290. but Leo, it's also looking like any scenario

291. is going to require a firm position

292. from the President on reelection.

293. Well, we'll have that answer by the end of the day, too.

294. Will we? Yes.

295. Leo...

296. He just got Joey's numbers in the middle of the night.

297. Give me the day. Don't you think it would help him

298. if he had a discussion among... ( knocking )

299. a discussion among the rest of us?

300. Excuse me.

301. What?

302. Two of Dessaline's bodyguards were shot.

303. We think he's headed to our embassy.

304. How do we know?

305. Peter Bratt got a message through.

306. What is Peter Bratt doing down here?

307. He went down for the inauguration

308. and he may well have Dessaline

309. in the trunk of his car.

310. The trunk of his car? Yes, sir.

311. Did we evacuate the nonessentials?

312. They're on their way.

313. A C-9's waiting for them on the runway.

314. Mr. President, if we don't take Dessaline

315. he'll be convicted in a 20-minute trial, imprisoned for life

316. or probably executed by the junta.

317. I'm sorry, sir, but this is an internal affair in Haiti

318. and the U.S. has no place choosing sides.

319. Of course we're choosing sides— there was a free election.

320. We saw to it there was

321. a free election, and Dessaline won.

322. If we grant asylum

323. we'll officially be in a standoff with Bazan.

324. And the best way for Bazan to elevate his stature in Haiti

325. is stage a standoff with the U.S.

326. Plus, Bazan can surround the embassy

327. saying he's searching for a wanted criminal

328. and obviously, he can take everyone in the embassy hostage.

329. Mr. President, there will never be real elections

330. in Haiti if the military thinks it can simply kill the winner.

331. Also, I'd like to point out, sir, that we encouraged

332. Dessaline to run— in fact, we strongly encouraged it—

333. and now he's in the trunk of a car.

334. The car's at the gate.

335. I got the gate right here.

336. Let him in.

337. Sir...

338. Let him in!

339. Tell them to let him in.

340. He's in.

341. Do we put Hoynes up there?

342. At the press conference?

343. Do we put Hoynes up there?

344. There's never been a more important time

345. to emphasize the vice presidency.

346. The Vice President's presence

347. underlines the health risk to the President.

348. And it's good to underscore that the President anticipated

349. this problem with his selection of the Vice President.

350. But it will also serve to underscore that he anticipated

351. the problem and didn't tell anybody about it.

352. Hoynes was one of the first people to know.

353. If he's there, it's a breathing demonstration that he signed off

354. on the President's health and joined the ticket.

355. And he'll get bombarded with questions

356. about what he did or didn't know

357. and the press corps will impanel themselves as a grand jury.

358. Then let them, C.J.!

359. We did something wrong or we didn't.

360. Well, fantastic, Sam.

361. I didn't realize it was that simple.

362. There's a situation developing in Port-au-Prince.

363. I have to get ready to brief.

364. Sam...

365. can Josiah Bartlet function as President?

366. I'm not a medical expert.

367. Right.

368. Toby, there is responsibility and the future

369. and an obligation to the party

370. and if he is not going to run

371. then he's got to point to Hoynes

372. and say this is our guy.

373. Well, what if they ask Hoynes

374. "In the meantime, can Bartlet function as President?"

375. He'll say yes.

376. What if he says, "I'm not a medical expert"?

377. The President of Haiti was taken to the embassy

378. in the trunk of a car?

379. Yes.

380. I've lived too long.

381. Well, don't go anywhere, 'cause I need you.

382. I mean it, Lyman, this is going to get worse

383. before it's going to get better.

384. You may be right, but Haiti's

385. actually not what I wanted to talk to you about.

386. Tobacco?

387. Yeah. Andy, the President wants to get behind

388. a $30 million appropriations bill

389. that the Justice Department's had in your committee

390. for a few months now.

391. They need the money to continue the case.

392. I know.

393. Has the Chairman scheduled a vote?

394. He's not going to.

395. He's not going to schedule a vote?

396. Kalmbach's going to dance with the girl that brung him.

397. How much tobacco money has he taken?

398. From the last campaign?

399. Yeah.

400. $460,000 in PACs.

401. Is there a nose count?

402. Yeah, it's 8-7 against.

403. Along party lines?

404. No, believe it or not.

405. We've got two Republicans; they've got two Democrats.

406. They've got two Democrats?

407. Warren and Rossitter.

408. Warren and Rossitter

409. aren't even from the South.

410. They have ideological problems with the case.

411. This is a phenomenally important case; it's historic.

412. It has to be won, and we're fighting it

413. with paper clips and a slingshot.

414. We were wondering when you guys were going to notice.

415. Hi.

416. Hi.

417. Have a seat.

418. I was told you wanted to see me.

419. Yeah, Donna.

420. Uh... I'm going to tell you something shocking

421. except we don't have time to be shocked.

422. So I need you to just hear it and go back to work.

423. Yeah.

424. Eight years ago, the President was diagnosed with MS.

425. He concealed it during the election

426. but we're going public Wednesday night

427. with a live network interview

428. and a press conference.

429. This is what Josh is going to be working on 24 hours

430. and he's going to need your help

431. and he's going to need you to know

432. and so I'm telling you.

433. Yeah.

434. You're the first person on the assistant level

435. to find out.

436. Margaret doesn't know

437. Bonnie and Ginger don't know, Donna...

438. Mrs. Landingham doesn't know.

439. Is the President in a lot of pain

440. or discomfort right now?

441. No, he's in remission.

442. Okay.

443. Is there anything else?

444. I want to impress upon you how important it is

445. that this not be discussed beyond...

446. Yeah.

447. You want to know where you made your mistake?

448. I didn't make a mistake.

449. You probably did, and here's where you went wrong.

450. Where?

451. You went to the dealership alone.

452. Yes. That was a mistake.

453. Because the dealer would load me up

454. with a lot of extras I don't need?

455. That's right.

456. Like, uh, a tow package?

457. How are you going to tow your camper

458. without a tow package?

459. I have never been camping.

460. Neither have I, and I was hoping you'd take me.

461. I'd be sitting there fishing

462. listening to the Orioles on a transistor radio.

463. What would I be doing?

464. Warding off bears, that kind of thing.

465. How much did you pay?

466. We don't talk about money, dear.

467. Can you tell me how much you paid below sticker?

468. I didn't pay anything below sticker.

469. What do you mean? In my own defense

470. I didn't pay anything above sticker, either.

471. Mrs. Landingham, seriously. Charlie...

472. No seriously, you paid sticker price?

473. Yes. Why?

474. That was the price. Mrs. Landingham...

475. Says so right on the sticker.

476. Who pays sticker price? I do.

477. You got to let me go back there with you.

478. I wasn't duped, Charlie. You paid sticker price.

479. I'm a government employee.

480. That doesn't necessarily mean you're a fool.

481. No, but it means I'm not allowed

482. to accept gifts of a certain value.

483. It's not a gift. Of course it is.

484. The price tag says one thing

485. and the dealer is giving it to me for something less.

486. That's what happens when you buy a car.

487. Not me.

488. I was looking for Leo.

489. He's in the Situation Room.

490. That's usually a good sign.

491. How many are they saying?

492. They can't say.

493. Well, how many are they estimating?

494. It changes every minute.

495. How many this minute?

496. Nancy. The cavalry.

497. You guys need some adult supervision?

498. No, we need the cavalry.

499. Nah. Jeff, what's the latest estimate?

500. It's about 500 soldiers

501. maybe 300 of them with AR-15s.

502. We sold those to them, right?

503. Well, until a few hours ago, they were on our side.

504. Still...

505. Yeah. The AR-15s aren't the only thing they've got.

506. They've got two Bradleys with 120-millimeter cannons

507. and a couple of artillery tubes.

508. What do we have?

509. 37 Marines with M-14s and Beretta side arms.

510. What happens when the first shot is fired?

511. Sally, get me hooked up to operations.

512. Yes, ma'am.

513. Embassy Marines aren't lawn jockeys.

514. They're not decorative.

515. They're trained in restraint

516. and they're trained well.

517. Operations, ma'am. Thank you.

518. Nancy, if they take the embassy, how are we going to know?

519. Are they going to send some kind of note?

520. Sidney, I need com-con status. This is a few minutes old.

521. Yes, ma'am.

522. There's no note, Leo. They're taking the embassy.

523. Fitz, this is Nancy.

524. I think we should mobilize the 8-80th Hostage Task Force

525. out of Parris Island.

526. as well as amphibious carriers out of Mayport, Florida

527. are being dispatched to the region

528. and are expected to be there in 36 hours

529. and aircraft will be in a combat radius

530. of 300 to 400 miles within 12 hours

531. and you'll get more details on that

532. when the Pentagon briefs at 3:00.

533. C.J... Katie?

534. Should we be reading anything into the fact

535. that the Pentagon's briefing and not State?

536. State'll brief later in the day.

537. Is one option recognizing the Bazan government?

538. There is no Bazan government.

539. Yeah, but is one option being...?

540. You're not taking me there, Mark.

541. C.J., is the U.S. prepared to invade Haiti?

542. It should be clear

543. that we're talking about two separate issues:

544. One is a democratically-elected President

545. whose people are being denied their leader by an armed militia

546. the other is the lives of the Americans in the embassy

547. and the American Marines who are guarding them.

548. You didn't answer my question.

549. How about that.

550. I'll be back in a few hours.

551. C.J., C.J., C.J...

552. Is he here?

553. He's in the Mural Room.

554. I look all right?

555. You look pretty tired.

556. That's what you're saying to me?

557. You're sure there's nothing I can get for you, Mr. Hacket?

558. No, Bonnie, thanks. I'm fine.

559. Paul.

560. Good afternoon, Claudia.

561. Bonnie, thank you.

562. Would you stand outside the door, please

563. and knock if anybody wants to come in?

564. Sure.

565. She took me in through the basement.

566. Yeah.

567. I've been in this building 200 or 300 times.

568. Never came in through the basement.

569. What do you got in front?

570. The White House Press Corps.

571. Yeah?

572. I need 30 minutes, night after tomorrow.

573. C.J., what the hell

574. are you guys planning for Haiti?

575. It's not Haiti.

576. What is it?

577. I'm not going to tell you.

578. What am I supposed to tell my news director?

579. Tell him it's your network.

580. It's not my network.

581. It belongs to a company that belongs to stockholders.

582. So what am I supposed to tell my news director?

583. That we need 30 minutes Wednesday night.

584. On Wednesday morning, I'll tell you why.

585. You pick the interviewer.

586. They'll have ten hours to prepare.

587. Just the President?

588. The President and First Lady.

589. On our set?

590. In this room.

591. So, we just get the interviewer and the network logo?

592. No network logo.

593. C.J... Paul, I've got to get two other networks and CNN

594. to pick this up live.

595. Bad enough it's going to be your guy and not theirs

596. but they'll run an old Petticoat Junction

597. before they put your network brand on their air.

598. C.J...

599. Yeah?

600. Between friends...

601. Yeah?

602. Is the water over your head?

603. No. The water's exactly at my head.

604. I'll talk to Jeremy.

605. Paul, we'll start to leak Wednesday morning

606. to soften up the ground a little

607. but anything leaks before then

608. and I'll take my business across the street.

609. Yeah.

610. Well, I was surprised when Andy gave me the nose count

611. because I wasn't aware of any ties to tobacco you have.

612. We don't.

613. Yeah.

614. I don't. Do you?

615. No. No, we grow no tobacco in my state

616. and I'd have to check

617. but I don't think I've taken contributions.

618. However, we are both former U.S. Attorneys

619. and it's the suit itself

620. we find troubling.

621. The suit?

622. The suit alleges that

623. the tobacco companies have been engaged

624. in a broad conspiracy of lies since the 1950s.

625. Yes.

626. How exactly are the Justice Department litigators

627. going to demonstrate that?

628. Well, I-I'm not a litigator

629. and I don't work at the Justice Department

630. and there's a reason why both those things are true

631. but I wouldn't think it'd be that hard to prove

632. that the tobacco companies have lied

633. since we already know they did.

634. Every Surgeon General since 1964

635. has warned the public about smoking

636. and since 1966

637. through Congressional mandate

638. a pack of cigarettes has had to carry a warning label.

639. Turning around now and saying we've been had

640. is frankly ridiculous.

641. Are you saying that the people who start smoking

642. and get addicted to nicotine are too stupid to live?

643. No. I'm saying they're too stupid

644. to be protected by the courts.

645. Too stupid to be...?

646. Every day the Justice Department uncovers evidence

647. that cigarette companies knew far better than the rest of us

648. that smoking causes death and disease

649. to say nothing of the CEOs

650. being the last seven people on earth

651. to discover that nicotine was addictive.

652. Josh, your administration wants to prosecute a suit

653. they know is hopeless

654. so they can score points at the expense of an industry

655. that funds your opponents.

656. It's politically correct extortion

657. and that's why it's unlikely the appropriations bill

658. will make it out of the subcommittee.

659. It's almost 3:00.

660. By 7:00, 3,000 new people will have taken up smoking.

661. 2,800 of them will be under 18.

662. Thanks.

663. Good afternoon, ma'am.

664. Sagittarius.

665. Good afternoon, Mrs. Bartlet.

666. What do we use this place for when we're not...

667. using it for this?

668. I think... I know we used it to plan

669. some of the millennium things.

670. It didn't used to be the photo office?

671. I don't know, ma'am. I could check it out.

672. Would you like to sit down?

673. Yeah.

674. What we're talking about

675. is 30 minutes with an interviewer.

676. The questions will be entirely about the medical history.

677. There'll be no questions about the law.

678. C.J. got them to agree to that?

679. She will Wednesday morning

680. when she tells them what it's about.

681. Why will they agree?

682. 'Cause if they don't, they lose the story.

683. It's all right with me.

684. So, I'd like to go through the story

685. get a sense of what you're going to say

686. run it by Oliver Babish, and spend

687. the next couple of days going over it with you.

688. That sounds fine, Sam, but you know

689. I'm kind of seeing someone right now.

690. Yeah. It's not serious, but it could be.

691. You know what I'm saying?

692. Ma'am...

693. Ten years ago, he began experiencing fatigue

694. and signs of paraparesis of the anterior femoral muscles.

695. In laymen's terms?

696. He had a tingling pain in his thigh.

697. And those symptoms subsided.

698. Yes.

699. And two years later?

700. My husband experienced neuropathy

701. and presented symptoms of optic neuritis

702. with partial unilateral nerve paresis.

703. Mrs. Bartlet...

704. Dr. Bartlet.

705. Yes, ma'am.

706. The language

707. you use...

708. Why aren't the President and I doing this together?

709. I'm sorry?

710. Somebody's doing this with the President

711. and I was asking why we're not doing it at the same time.

712. Is it so you can compare our stories?

713. Yes.

714. The language you use...

715. Two years later, he felt numbing and dizziness.

716. Look... Section 2635

717. of the guidelines laid out in Ethical Conduct

718. for Employees of the Executive Branch

719. Final Regulations, Issued by the U.S. Office

720. of Government Ethics...

721. Mrs. Landingham... Section 2635

722. wherein White House employees are specifically enjoined

723. from receiving or soliciting gifts over $20 in value.

724. They want to give me a $19 discount on my car

725. I'll take it.

726. He's waiting for you.

727. Thank you.

728. What happened?

729. We shot three Haitian soldiers on the runway.

730. They boarded the plane?

731. Ground traffic control stopped the plane.

732. When the soldiers boarded it

733. they were told they'd illegally boarded

734. a U.S. Air Force C-9.

735. They were told to drop their weapons.

736. They were told again.

737. Two staff sergeants in the bulkhead

738. had a clear shot and took them.

739. They dumped the bodies on the tarmac

740. and made an emergency takeoff.

741. Leo... Sir...

742. That wasn't supposed to happen.

743. Look, if...

744. I evacuated the nonessentials

745. specifically so that wouldn't happen.

746. And we came two minutes... I gave the order six hours ago.

747. They had to... Six hours ago I gave the order!

748. What the hell were they still doing on a runway?

749. They had to be collected, sir.

750. They weren't all in one place.

751. We shot three men...

752. That's what you do.

753. We what?

754. A foreign hostile puts his foot

755. on an American military plane

756. that's an attack, and rules of engagement

757. give us every right to repel.

758. And I'm sure these guys had their handbooks with them!

759. These guys were there to keep the plane on the ground.

760. The plane is up in the air?

761. Yes, sir.

762. What's happening on the ground?

763. We're communicating through diplomatic back channels.

764. Who are we using?

765. The Canadian Ambassador

766. Dominican intelligence.

767. And what does Bazan want?

768. Dessaline.

769. On what charge?

770. That as Treasury Minister

771. he embezzled $18 million earmarked for humanitarian aid.

772. I'm sold.

773. Margaret, get me the Secretary of State.

774. You're right, you know.

775. I should be bringing them in

776. on reelection.

777. I should be talking to them.

778. Yeah.

779. I don't want to make the same mistakes over again.

780. Yeah, not when there are so many new mistakes we can make.

781. Yeah.

782. Let's start tonight.

783. Around 9:00, we'll meet in the residence.

784. Scott

785. I'm with the President.

786. We're going to need to invoke 1070 at OAS.

787. Good evening, Mr. President.

788. Bob Cratchit.

789. Oh, sir, surely you have better things to do than annoy me.

790. Never. You bought a new car? Yes, sir.

791. And you paid sticker price?

792. Section 2635...

793. You need to look at the next page—

794. Subsection "B," Paragraph 4, Mammy Yokum.

795. You know, I could beat you up

796. anytime I want, sir.

797. Secret Service would have you down

798. like a calf at a rodeo.

799. "The definition of 'gift'

800. "excludes opportunities and benefits

801. "including favorable rates and commercial discounts

802. available to the public at large."

803. I did look at the next page.

804. And?

805. I work next door to the Oval Office, sir.

806. Caesar's wife must be above reproach.

807. Is the reason you didn't tell me you were getting a new car...?

808. Did you think I was going to think it was an extravagance?

809. You don't think I think you should have a new car?

810. Delores, have you ever had a new car?

811. No.

812. No, Henry would go to Calvin Hilly in Concord

813. and Calvin would give him a good deal

814. on something reliable.

815. How about you let me find out what you were supposed to pay

816. and write you a check for the difference?

817. Oh, no.

818. Thank you, but I'm buying this car myself.

819. This car is going to feel good.

820. Is it a nice one?

821. It's a beauty.

822. It's blue

823. it has air conditioning—

824. I told them I could just roll down the windows

825. but it comes with it anyway—

826. Consumer Reports rates it very high

827. it's very safe

828. and when you get inside, there's this...

829. Smell?

830. How did you know?

831. It's the smell of freedom...

832. and the chemicals they treat the dashboard with.

833. When are you picking it up?

834. Right now. Do me a favor, would you?

835. Come back here after you pick it up.

836. I'd like to talk to you about something.

837. Yes, sir.

838. And put the car in the driveway.

839. I'd like to kick the tires.

840. Why?

841. It's an expression, Fannie Mae.

842. Go get your car.

843. What happens is basically that small stones in the inner ear

844. which respond to gravity become dislodged

845. and that'll cause benign positional vertigo.

846. You all right?

847. Yes, ma'am.

848. Sure you don't want some acetylsalicylic acid?

849. Aspirin, my brother.

850. What a dumb major you had.

851. Good evening.

852. Oh, Oliver.

853. Do you know what peripheral

854. neuropathy indicates?

855. No, but I don't really care that much.

856. Sam, would you mind for a minute?

857. No.

858. B-12 deficiency.

859. Thank you. Sure.

860. Mrs. Bartlet, I want to talk to you about...

861. Dr. Bartlet.

862. When did I stop being Dr. Bartlet?

863. When in the campaign did I decide

864. that women were going to like me more

865. if I called myself "Missus"?

866. When did I decide that women were that stupid?

867. Ma'am, I want you to get your own lawyer.

868. I have my own lawyer. Pat's a family lawyer.

869. I want you to get someone for this. I'll give you eight names.

870. You, Pat and the President whittle it down to three. I'll pick the one.

871. Can we do this after the broadcast Wednesday night?

872. No, I want you to do it right away because I don't think

873. you should do the broadcast Wednesday night.

874. Why? Because I don't think you should answer questions without a lawyer.

875. Sam said they're not going to get into issues of legality.

876. I don't know how they're going to avoid it.

877. Oliver... Herman Vikram was the original specialist, right?

878. Yeah.

879. It was Vikram who put him on prednisone. Yeah.

880. Then almost four years ago

881. you put him on Interferon Beta 1-b.

882. Yeah.

883. Betaseron. Yeah.

884. You did it, not Vikram.

885. It was in consultation with Vikram.

886. But Vikram didn't write the prescription.

887. I thought under the circumstances

888. it would be wrong to involve

889. another doctor.

890. So you wrote these prescriptions to yourself

891. and then had them filled where?

892. At the Dunwich Women's Health Clinic.

893. And then had them shipped to various locations?

894. It was the campaign.

895. One location was

896. Phoenix? Probably.

897. Another was St. Louis. Yeah.

898. You violated the medical ethics rules

899. of three State Boards— New Hampshire

900. Arizona, and Missouri.

901. "The Board may take disciplinary action

902. "against any person who is engaged

903. in dishonest or unprofessional conduct."

904. They were extraordinary circumstances, Oliver.

905. I gave my husband excellent medical care

906. and I'll line up tenured professors

907. who will say so.

908. Did you keep medical records?

909. No.

910. "... or any person who has failed to maintain

911. "adequate medical records or documentation

912. on diagnostic and therapeutic treatment."

913. The AMA's code of ethics pretty well spells out

914. the egregiousness of treating your own family members.

915. We do it anyway.

916. We write prescriptions for migraines, antibiotics...

917. Can I ask you, as the President's physician

918. have you ever asked him

919. if he's ever had any extramarital affairs?

920. No.

921. Isn't that a crucial question

922. in the diagnosing of autoimmune diseases?

923. I'd like to be next to my husband when he does this.

924. I'd like you to get your own lawyer.

925. Is there anything else?

926. No.

927. Thank you, Dr. Bartlet.

928. You need this?

929. I didn't even see you there.

930. I haven't seen you all day.

931. I've been with...

932. you know, tobacco.

933. You need this?

934. Yeah.

935. Josh, the President wants you at a meeting tonight

936. in the residence around 9:00.

937. I'll tell you what that is.

938. That's the Blue Ribbon Commission on Reform.

939. Let me tell you, I'm going to be collecting benefits

940. or, you know, not

941. by the time we get this Blue Ribbon thing up.

942. Josh.

943. Yeah?

944. Um...

945. I'm trying to...

946. See, this is why I'll never have a career as a...

947. Donna, what? Sagittarius.

948. Are you all right?

949. Yeah.

950. There's an empty office

951. next to the conference room downstairs.

952. I moved two couches in

953. and there's some pillows and blankets.

954. C.J. putting the lid on?

955. Right now

956. and Leo's ready for you now.

957. The OAS has agreed to meet

958. in an emergency session tomorrow morning

959. but we're still waiting for confirmation.

960. Can you tell us exactly what you're going to say to them?

961. Yes, but first we're going to say it to them.

962. C.J., one more question on the Haitian casualties.

963. Sorry, Mark, we're out of time, but we'll pick it up

964. with our lightning round tomorrow.

965. I'm calling a full lid.

966. Any developments throughout the night

967. and you'll be paged.

968. Thanks for your patience, everybody.

969. Thank you, C.J. Thank you, C.J.

970. Leo's ready for you.

971. Thanks.

972. Leo.

973. This is insane, plain and simple.

974. What's insane?

975. Oh, never mind. What isn't?

976. You don't think it's crazy?

977. I don't even know what we're talking about.

978. We're firming up strategy

979. on what will define the future of this presidency

980. and we don't know if this President

981. is interested in the future.

982. We have to have a discussion

983. and we have to have it tonight.

984. We're having a discussion.

985. When? Tonight.

986. Okay, then.

987. Good evening.

988. Good evening, Josh.

989. Leo, would you

990. excuse us for a second?

991. Toby, can I talk to you outside?

992. You told Donna.

993. Yeah.

994. Why didn't you let me?

995. You hadn't yet.

996. How'd she take it?

997. If everybody out there takes it the way she did

998. we may be okay.

999. If a few more people in here took it the way she did

1000. that'd be all right, too.

1001. Was that for me?

1002. That was for me.

1003. Tobacco.

1004. Kalmbach's not going to let it

1005. come to a vote in the subcommittee

1006. which for the moment is fine

1007. 'cause if he did, it'd be 8-7 against.

1008. Party lines?

1009. No.

1010. We have Stacy and Miner

1011. but Warren and Rossitter are voting against.

1012. They have ideological

1013. problems with the case.

1014. What do you want to do now?

1015. Stick some dynamite up Warren and Rossitter's ass.

1016. Yeah, the problem is, Rossitter sits on the Judiciary Committee

1017. and I don't know how many enemies on Judiciary

1018. we want to make right now.

1019. Both of you listen.

1020. We're not going to stop

1021. soften, detour, postpone, circumvent, obfuscate or trade

1022. a single one of our goals

1023. to allow for whatever extracurricular nonsense

1024. is coming our way in the next few days, weeks and months.

1025. When did we decide this?

1026. Just now.

1027. Light 'em up.

1028. You got a recommendation for me?

1029. 30 minutes Wednesday night. Live.

1030. Live to tape? Live.

1031. In the Mural Room? Yeah. They pick

1032. the interviewer, it's carried on all the networks and CNN.

1033. I give it to them ten hours before.

1034. And that's followed by a press conference.

1035. There isn't another step we can take

1036. until we know what the President's intentions are.

1037. We need a discussion, and I hate to sound shrill

1038. but it can't wait another night.

1039. We're having a discussion.

1040. When? Tonight.

1041. Really? Yeah.

1042. C.J.: That's great.

1043. Good evening.

1044. Sam, what do you know?

1045. I know that fluid accumulating

1046. in the semicircular canals of the vestibulo-cochlear nerve

1047. is usually what'll account for dizziness.

1048. Leo, I want to state

1049. right here, right now, in terms so plain and clear as to command their assent...

1050. We're having a meeting tonight.

1051. The whole country is going to assume he's not running

1052. when he announces the thing. We're having a meeting.

1053. The press is going to assume... We're having a meeting!

1054. Really? Yeah.

1055. That's great.

1056. Yeah.

1057. Why doesn't everybody

1058. grab something to eat

1059. be back at 9:00, and you'll get called

1060. to come over to the residence.

1061. Josh, walk out with me.

1062. I mean it— set one off under these guys.

1063. How about I have C.J.

1064. make a statement at her briefing?

1065. A strong statement.

1066. "The President calls on Congress

1067. "to fund the Justice Department's tobacco lawsuit

1068. at the levels necessary to continue this litigation."

1069. "The American people deserve their day in court."

1070. "And this Administration won't sit on the bench

1071. "while well-fed members of the Appropriations Committee

1072. "choke off funding for a lawsuit

1073. "aimed at the perpetrators of hundreds of thousands of negligent homicides

1074. while filling their campaign war chests."

1075. Light 'em up.

1076. Charlie?

1077. Leo, there was an accident at 18th and Potomac.

1078. Mrs. Landingham was driving her car back here.

1079. What happened?

1080. There was a drunk driver

1081. and they ran the light at 18th and Potomac.

1082. They ran it at a high speed.

1083. Charlie, is she all right?

1084. No.

1085. She's dead.

1086. Is he alone?

1087. Yeah.
