The President of the High Council has been killed and the Doctor is the prime suspect. The Time Lords are eager to dispense quick justice and the Doctor must race agains the clock to discover the truth... and an old enemy.

1. This episode was broadcast on 6th November, 1976 at 6:05pm.

2. A bit of a cheat coming up -

3. We didn't see the real assassin's staser gun at the end of Part 1!

4. The Doctor being set up as the assassin echoes a popular theory about President Kennedy's murder.

5. Some believed there were two shooters - although, in the official account, Lee Harvey Oswald acted alone.

6. Conspiracy theorists say the investigation into JFK's death was too hasty and missed vital evidence.

7. The speed with which the Doctor is accused and brought to trial reflects this.

8. The torture device with different grades of pain is taken from George Orwell's Nineteen Eighty Four (1949).

9. The script describes the device as "a portable koppler drill".

10. Tweedledee is one of the fat twins in Lewis Carroll's Through the Looking-Glass (1871).

11. In the script the Doctor adds, "Uniformed thugs are never original."

12. The Doctor's protest against his treatment spoofs a famous American revolutionary slogan:

13. "Taxation without representation is tyranny!"

14. American politics were in the news when this episode was first broadcast.

15. Jimmy Carter had just beaten Gerald Ford in the American presidential election.

16. This story sees the first appearance of the Time Lords' master computer, the Matrix.

17. The Matrix would later be a pivotal part of the plot of 'Arc of Infinity' (1983) And 'The Trial of a Time Lord' (1986).

18. Its operator here, Engin, returns in a minor role in Terrance Dicks's novel, The Eight Doctors (1997).

19. Spandrell acts more formally in the script.

20. He gives "a little salute" before leaving.

21. Mackay was often cast as figures of authority such as doctors, lawyers and clergymen.

22. Borusa was another important creation of Robert Holmes.

23. A character sharing his name appeared in one of the draft scripts of the 1996 TV Movie.

24. The final version of this scene differs considerably from the script.

25. Dialogue in which the Doctor cross-examines this Time Lord was cut.

26. The Doctor asks: "You said I shouted... Well you can hear a loud voice clearly, can't you?"

27. "Yes, certainly I can," replies the witness.

28. The recorded version breaks up the dialogue and adds more physical action.

29. Goth originally "mutters with his cardinals" before reaching his decision.

30. Spandrell takes "a sardonic pleasure in the court's discomfiture".

31. This scene originally opened with a subjective camera shot coming down the steps into the Master's lair.

32. Holmes describes the Master's voice as "a whisper, an extension of the breathing".

33. The Master's hand "could belong to a skeleton'with'the remaining flesh hanging away in strips".

34. In the script, the Doctor asks Spandrell to shoot out a light at the end of the cloister, rather than a plaque.

35. We never find out who the "Shibogans" are.

36. Robert Holmes often put such unexplained references into his scripts to add a sense of authenticity.

37. The staser pistols and rifles are made of Perspex.

38. This reflects Roger Murray-Leach's idea that Gallifrey should look as though it was made of glass.

39. It could have been very different. He was also considering "pearly gates".

40. In the end, a "dark and sombre" design won out.

41. The design featured black voids between the walls

42. to give a feeling of depth, a sense that there were no boundaries in this world.

43. In 1976, Tom Baker was one of the candidates for the post of Rector at St Andrews University, Scotland.

44. The student body ultimately voted in Frank Muir.

45. Here's one of the episode's many "detective story" elements: The chalk outline of the body.

46. In the script, this scene takes place in darkness.

47. The characters find their way around the Panopticon using hand lanterns.

48. Originally, Spandrell knelt down on the platform to see the blast mark. It's unclear why this was changed.

49. Perhaps someone realised that the real assassin's pistol was more likely to leave a mark on the wall.

50. The script refers to the "long CSO line-up" needed to create the shrunken victim in 'Terror of the Autons' (1971).

51. "A well-modelled wax figure should be equally effective," suggested Holmes.

52. In the event, a Palitoy Action Man was used - note the special gripping hands!

53. Holmes writes that the Doctor gives "a glint of a smile" as he realises that he faces the Master again.

54. Tom Baker gives a more solemn reading of the scene.

55. Runcible is played by Hugh Walters.

56. He has appeared in many comic roles, including Charles Hawtrey in Cor Blimey! (2000).

57. He had been in Doctor Who before this story, as William Shakespeare in 'The Chase' (1965).

58. He would return to the show in 'Revelation of the Daleks' (1985).

59. Hilred originally pointed out, "He's been stabbed."

60. The Doctor says, "Things have hardly started yet, Spandrell. It'll get worse."

61. In the broadcast version, the Doctor quotes John Webster's The White Devil (1612).

62. This revenge tragedy features a murderer describing his deeds as "flea-bitings".

63. The Doctor rising from his chair at this point - and Engin faltering - were both unscripted.

64. The mathematician Pierre-Simon Laplace wrote that, for one with sufficient knowledge,

65. "the future just like the past would be present before his eyes".

66. This scene bridges the gap between the political thriller/detective story and the surrealist Matrix sequences.

67. Philip Hinchcliffe and Robert Holmes were keen to expand Doctor Who's range.

68. Hinchcliffe said he thought, "What the hell - third season. We might as well try to do something a bit different."

69. The Doctor is less sure of himself in the script. He replies, "That's a thought."

70. The original plan was for the Doctor to enter the Matrix by falling down an electronically-generated spiral.

71. The effect was provided by the company General Screen Enterprises.

72. Maloney wasn't happy with the result and superimposed a clip from the title sequence.

73. The Doctor has regained his scarf on his way into the Matrix!

74. The crocodile was made by visual effects designer Len Hutton.

75. Holmes filled the Matrix sequences with common dreams and nightmares.

76. This sequence reflects the common experience of a falling sensation as one goes to sleep.

77. The Samurai is played by Bernard Horsfall.

78. In the script, the warrior raises a "huge, gleaming axe" rather than a sword.

79. This literal "cliffhanger" was the original ending for this episode.

80. A weighted dummy was used to substitute for the falling Doctor.

81. When the episode proved too short, these scenes planned for Part Three were moved back to make up the running time.

82. The quarry used in the Matrix sequences is at Betchworth, near Dorking, Surrey.

83. It was also used for 'Genesis of the Daleks' (1975), and several episodes of Blake's 7.

84. The World War I soldier and horse were suggested by Roger Murray-Leach.

85. The soldier was played by David Goody, a BBC armourer.

86. This sequence was filmed in the Betchworth quarry goods yard.

87. The train driver Was played by David Smith.

88. The camera was undercranked, so the train appears to move faster.

101. I invoke Article 17 of the constitution which is a guarantee of liberty

102. and says, in part,

103. that no candidate for office shall in any way

104. be debarred or restrained from presenting his claim.

105. The guarantee of liberty does not extend to murderers.

106. As a jurist, Chancellor, I must point out

107. that, until the accused is pronounced guilty,

108. he is protected by Article 17.

109. He is abusing a legal technicality.

110. No, sir. I am claiming a legal right.

111. Chancellor, this court must be adjourned until the election is over.

112. Very well.

113. But do not think you will escape justice.

114. - Castellan Spandrell? - Sir?

115. See that the accused gets no opportunity to leave the Capitol.

116. Yes, sir.

117. - 48 hours, Doctor. - Well, it's better than three.

118. What are you going to do?

119. Suppose... Suppose I can convince you I didn't do it.

120. All right, convince me.

121. Well? The trial was adjourned, Master.

122. He pleaded Article 17.

123. He remains as ingenious as ever.

124. He will not escape.

125. Escape? Escape is not in his mind.

126. Now he is hunting you.

127. It was a mistake to bring him here. We could have used anyone.

128. No, we could not have used anyone.

129. You do not understand hatred as I understand it.

130. Only hate keeps me alive.

132. I must see the Doctor die in shame and dishonour.

133. Yes, and I must destroy the Time Lords.

137. You see that symbol at the end of the corridor?

141. Just the kind of vandalism we're always running the Shabogans in for.

143. So, you see, I couldn't have shot the President if I tried.

144. And equally, I couldn't hit the assassin.

145. That's why they were fixed.

146. The assassin, according to you, being one of the High Council.

147. Yes. Yes, he was in the party surrounding the President.

148. I saw him draw a staser and step forward.

149. I aimed a bolt at him, but at that time I didn't know the sights had been fixed.

150. One of the High Council. It's getting better and better.

151. What is? - Your story, but still a story.

152. Where's the evidence, Doctor?

153. - I'll tell you where the evidence is. - Where?

154. In the public register camera. I was standing right beside it.

155. Doctor, you may yet end up as President.

156. - Hilred? - Yes, Castellan.

157. - Take the Doctor to the Panopticon. - Now, sir?

158. Of course, now. And I want Commentator Runcible there, too.

159. - And wait for me. - Very good, Castellan.

160. That's an unusual request.

161. You want the Panopticon open at this hour?

162. - For further investigation, sir. - I see.

163. Well, if there is anything further to be discovered, Castellan.

164. Thank you, sir.

165. You are keeping a close watch on the Doctor, I hope.

166. - Someone is with him all the time. - Good.

167. You know that, apart from myself,

168. he is the only other candidate in this election.

169. Is that so?

170. A murderer and a renegade.

171. That exposes the highest office in the land to ridicule.

172. Well, my first action as President

173. will be to have Cardinal Borusa draft an amendment to Article 17.

174. I shall see that this sort of thing never happens again.

175. It's not really my field, of course.

176. The technician would normally be responsible.

177. Your technician disappeared.

178. Probably scared to death of being involved.

179. All I want to see is the last sequence leading up to the assassination.

180. I expect that will be in the last band of the drum.

181. Splendid. So, perhaps you'll be good enough to fetch it.

182. Yes, all right, Castellan.

184. Then the bullet would have passed over and to the left.

185. - Yes. Let's see.

186. - Castellan. - What is it?

187. - I thought I saw a movement up there. - Oh, that's Runcible.

191. Stasers don't do a lot of damage, except to body tissue.

192. Looking at the President,

193. you couldn't say whether he was hit in the head or the leg.

194. That was Runcible.

201. - A particularly nasty sort of death. - No wonder we couldn't find him.

204. It's a technique the Master picked up somewhere on his travels.

205. - Who is the Master? - "Who is the Master?"

206. He's my sworn arch-enemy,

207. a fiend who glories in chaos and destruction.

208. - A Time Lord? - Yes, a long time ago.

209. You know, a lot of things are becoming clearer.

210. Not to me.

211. If the Master is here on Gallifrey,

212. then this represents the final challenge.

213. It explains why I was brought here. There are old scores to settle.

214. And that's just a sort of greetings card.

216. Runcible, we are still waiting for you to find the last sequence.

260. Trillions of electrochemical cells in a continuous matrix.

261. The cells are the repository of departed Time Lords.

264. and these millions of impulses are immediately transferred to...

266. Well, to monitor life in the Capitol.

267. We use all this combined knowledge and experience

290. electrochemical impulses.

291. If I went in there, I could discover where he intercepted the circuit.

292. I couldn't allow that, it's too dangerous.

293. The psychosomatic feedback might kill you.

294. - I'm aware of that. - It's never been done.

295. Well, it's better than being vaporised
